AME's National Director Rodney Croome was recently on Norfolk Island to discuss the draft same-sex marriage bill. Here he discusses on local radio the positive impact to family and community. AUSTRALIAN MARRIAGE EQUALITY Media Release Wednesday September 17th 2014 NORFOLK ISLAND TAKES LEAD ON MARRIAGE EQUALITY Draft same-sex marriage legislation tabled in Norfolk Island parliament Australian same-sex couples would be able to marry in their own country Gay Norfolk Islander “proud and excited” at chance to wed Norfolk to benefit by up to $12 million per year NI Bill drafted to avoid problems that sank ACT law Australia’s smallest territory is taking on one of the nation’s biggest issues with Norfolk Island set to allow same-sex couples to marry. At 10.30am today Sydney time, Norfolk Island Assembly member, Hayden Evans, will table a draft Bill that will allow same-sex couples from across Australia to marry in their own country rather than travelling to foreign countries, and will boost the Island’s economy by many millions of dollars. Mr Evans said, “Over the years, gay and lesbian Norfolk Islanders have made a really important contribution to our community and I want to recognise this by giving them equality and dignity in return.” “That’s why I am tabling a draft Bill to allow same-sex couples to commit to each other through marriage and have the same rights and recognition heterosexual couples have.” “If the bill becomes law it will showcase to the world that Norfolk Island is an accepting and supportive community where everyone is valued.” Australian Marriage Equality national director, Rodney Croome, is on Norfolk Island to brief Assembly members and start a community consultation about the benefits of the bill. “Norfolk island is doing what the overwhelming majority of Australians want – allowing Australian same-sex couples to marry the person they love in the country they love.” “This Bill has been drafted to withstand the constitutional problems that sank last year’s ACT’s Marriage Equality Act and, should it pass, I urge the federal government to let it stand.” “But if the federal government has outstanding constitutional concerns these should be aired in the High Court.” Cam Christian, a gay Norfolk Islander living in Brisbane and a descendent of Bounty mutineer, Fletcher Christian, said he is excited and proud that he may soon be able to marry his fiance on his island home. “I’m just so proud that Norfolk is leading the way on an issue that matters to so many people", he said. “When my partner, Paul, and I got engaged we planned to have a commitment ceremony on the Island, but the chance to be married in front of family and friends is just so important and affirming for us.” Cam’s partner, Paul Gilmour, said, “As an Australian citizen the idea of marrying my partner legally in front of our beautiful and supportive family and friends is exciting. This is a step in the right direction for not only people like ourselves but future generations" Andre Nobbs, Chief Executive Officer for Oceania Economic Development Corporation and a former Norfolk Island Chief Minister said, “Marriage equality is about fairness for everyone, and it will also bring a much-needed destination profile, and economic and jobs stimulus to Norfolk Island.” “Over the previous 12 months 240 Australian same-sex couples have married in New Zealand, and if the same number marry on Norfolk the wedding spend alone will be $12 million.” “On top of this will be expenditure by guests, and the invaluable global exposure the Island will get for doing the right thing.” The Norfolk Island Same-Sex Bill has been drafted to avoid the pitfalls that saw the ACT’s Marriage Equality Act struck down by the High Court last year. It creates a distinct legal status of same-sex marriage and does not impinge on the federal Marriage Act at any point. Norfolk Island is a self-governing Australian territory of 2000 people that lies half way between Australia and New Zealand. It has its own history, language, identity and legal system. Many islanders are descended from the Bounty mutineers led by Fletcher Christian. Mr Evan’s Bill will be debated next month. The federal government has the power to override Norfolk Island legislation in extraordinary circumstances.

31 May 2016 Legislative Council, NSW Parliament 3rd Reading Speech - Norfolk Island Administration Bill 2016 The Hon. ADAM SEARLE ( 18:15 ): The Opposition will oppose the third reading of this bill...We have tried to work with the Government and members of other parties to hold an inquiry into what we regard as the outstanding issues. Having regard to the Parliamentary Secretary's reply speech, the questions raised by the Opposition remain unanswered. Mere assurances that the Commonwealth Government will foot the bill for whatever services New South Wales provides to Norfolk Island in the future, pursuant to some agreement that we have not seen, should not give anyone in this Chamber any great comfort. If there is a detailed agreement between the Commonwealth Government and State Government to that effect, I invite the Government to share it with the Parliament so that we can take comfort from that. The problem is that assurances given are not always able to be enforced in years to come, when all the people who sought, gave and received those assurances are no longer part of government at either level. The situation is that the Commonwealth Government, by its own motion, can extend the content of New South Wales laws to Norfolk Island through Federal regulation. Whether we like it or not, the terms of those extended laws may engage the obligations of New South Wales institutions. Those institutions would then be obliged to provide services on and to Norfolk Island. The Commonwealth may pay for some or all of those services or may do so inadequately. The Commonwealth's assessment of what might be a reasonable fee might not be shared by the New South Wales Treasury. We will not be able to argue the toss if the Commonwealth Government pulls the lever and requires New South Wales bodies to provide those services under Commonwealth law. The only leverage available to New South Wales is whether to pass this legislation and the conditions upon which it does so. The contribution by the Hon. Scott Farlow reinforced the concerns of the Opposition. The problem is that the legislation does not specify the scope of the services. The Parliamentary Secretary says that the services extend to health and education at the moment. From the contributions of Government members, the underlying intent is clearly to increase the range of services over time. The cost of providing those services will increase over time. As a result, the potential risk to the New South Wales budget will increase over time. Nothing the Government has said provides any assurance that we have any levers to pull to avoid that outcome, other than whether we pass this bill and whether we place caveats on it, as we ought to. The Parliament has not taken up our suggestion to hold an inquiry into the bill to drill down into the issues and obtain a more informed picture. In those circumstances, the Opposition cannot responsibly support this bill.

Throughout childhood, political scandals often are ignored or unattested until the individual matures to recognise the actions of government. On Norfolk Island, a vast majority of the younger generation are aware of democratic activity due to the abolition of self-government in 2015 and the island’s integration into the political and socio-economic policies following the 1st of July, 2016. The changes and integrations of Australian laws, tax and government control that have occurred and continue to occur have left a majority of islanders in fear of the loss of jobs, income; overall Norfolk’s culture, identity and lifestyle. A major movement on the island has developed in opposition to the changes that have been forced onto the community. As islanders and descendants of the Mutiny of the Bounty, the changes have impacted members of future generations of Norfolk and is believed that the changes and decisions that are made now will impact the future generations of Norfolk Island. My major works aims to continue this dialogue in a forum that more truly reflects the views of the young generation on the island. The intended purpose is to represent the perspective of the youth leaders of Norfolk; our experiences of the ongoing events and how the sudden impact of change that are affecting our community. With such controversy about what is beneficial for the island, the future generations of the community are represented, as it is this generation that will suffer most from the short term effects of losses of jobs and incomes in our years of secondary and post-secondary schooling; and the long term effects of the loss of our culture, identity and lifestyle. I wanted to give the future generations a voice in such a contentious situation; to provoke and challenge the apparent benefits that have been implemented on our society by the Australian government and the perspectives held by those who agree with the changes.

Are you brave enough to travel to the top 10 most terrifying islands in the world, places haunted with the ghosts of soldiers & inmates? Subscribe to Crypto Queen http://goo.gl/n0evle 5 - Star Island Located in New Hampshire just 7 miles off the coast, this island has everything from buried pirate treasure to a horrendous outbreak of Scarlet Fever to ghost ships and even to a demon dog rumoured to haunt the cemetery with glowing red eyes. Settled by fishermen in the early 1600s this island has been rife with hauntings and tales of ghosts for centuries. The oldest building on the isle is the Oceanic hotel has a reputation for evil premonitions with reports of heavy furniture being dragged across the floorboards and footsteps sometimes heard racing up and down stairs. Doors will slam shut and visions of a pale man has been seen vanishing through walls. Inside the chapel it is rumoured you can still hear a choir singing, even though no one has worshipped there for many years. 4 - Poveglia Plague Island It's been called the Island of Madness and A Cesspool of Dread. This dismal island once served as a plague quarantine station for Venice Italy, rumours say that 50 percent of the soil is composed of the remains of the dead. As the bubonic plague spread it became known as the Black Death, it is said that between 1629 and 1631 an estimated 80,000 people perished in just 7 months here. Some say that the corpses of around 160,000 men, women and children ended here, their bodies burned, the human ash now composts for the decay ridden island. In 1922 a mental asylum was renovated from existing buildings. Patients immediately began complaining of wailing ghouls, disembodied howling voices, and skeletal apparitions, but they were ignored, deemed deranged and insane. It is said one of the sadistic doctors at this psychiatric hospital conducted lobotomies on many unwilling patients, using hammers, nails, drills, and chisels to do so. Mysterious experiments are rumoured to have been performed within the hospital's bell tower, screams of pain are said to still be heard late at night. The stories say this doctor was driven mad by the phantoms of those he made suffer and killed, he threw himself from the bell tower, the asylum was closed in 1968, but many say something sinister remains. 3 - Norfolk Island This small island is situated in the Pacific Ocean as part of Australia's external territories, it's found just 877 miles shy of the mainland. This grisly location has been used by the British Government as a dumping site for the most heinous of criminals. Thousands of convicts ended up here in what they called Hell on Earth. Since 1824 this island has been renowned as one of Britain's most notorious penal colonies, the likes of torture, lashings, murders and rapes were viciously common. Visions of ghosts are often seen by the locals, an Australian documentary called The Extraordinary from the mid 90s paints a ghastly vision of ghosts, demons and eerie hauntings. 2 - Ellis Island This desolate spot has also been called the Tears Island. Over 12 million immigrants are known to have been processed on Ellis Island between 1892 and 1954, but many were rejected for health reasons, more than 3,500 died here, either in the hospital or committed suicide. Between 1909 and 1911 alone, 420 people, 85 percent of which were children, died in quarantine in two separate hospitals on the island. People have reported doors opening and closing on their own, muffled crying can often be heard leaking from walls, and the spirits of children are often seen drifting in and out of vision. 1 - North Brother Island Located in New York City's East River, between the Bronx and Riker's Island, this site once housed a hospital for quarantinable diseases. In the 1940s the island was transformed into a housing centre for war veterans and their families, but by 1951 most of them choose to leave, many refusing to give reasons why. Rumours say many of those veterans died from mysterious causes. In the 1950s a center opened to treat adolescent drug addicts, but by the early 1960s widespread staff corruption forced the facility to close, with many deaths never fully explained, the island has become a breeding ground of paranormal activity. Visions of pale faces with their mouths hung screaming, echoes of children wailing for their parents, and a feeling of cold dread all encompass this strange creepy place.
